The simple answer is no. Both of these names have been used to refer to the very same thing. It all depends upon how you think of them. If you’re thinking of the way it looks then it’s a stick. If you think of what it does, you thing of flash drive.
Even the word drive applied to these devices is misleading, since they are really not drives at all. They are solid state memory devices that plug into a USB port. But your computer or laptop will see them as another drive just like a hard drive. And you can treat them just like any other removable hard drive. You can copy data to and from them in the same way as copying to an external removable hard drive.

Flash drives or USB sticks can be formatted just like other hard drives using file formats that any other hard drive would use. Usually they come preformatted with a FAT32 type formatting. But they can also be formatted with a NTFS type file formatting using your computer’s formatting program.

One of the big differences between a USB stick or flash drive and a USB hard drive is that the USB stick has no moving parts. There is nothing to lose calibration if you drop it or bang it. So it’s much less fragile.
The USB flash drive uses a type of memory called flash memory, where the information is stored similar to the memory inside your computer. But this memory doesn’t go away when you turn off the power. So like a hard drive, once it’s been recorded it stays until you write over it again.
Another big difference is that the flash drive is much smaller than the smallest hard drive. That makes it ideal for carrying around your data or transferring it from one location to another. And now with the increasing sizes of these USB sticks, it’s also much easier to backup files and keep them for storage as backup copies.
